Additional Role Reimbursement Scheme
A Primary Care Network (PCN) is entitled to funding as part of the Network Contract DES to support the recruitment of new additional staff to deliver health services. Norwich PCN tasked OneNorwich Practices to host the roles.
Additional roles must:
- Be embedded within the PCN’s Core Network Practices and be fully integrated within the multi-disciplinary team delivering healthcare services to patients
- Have access to other healthcare professionals, electronic ‘live’ and paper-based record systems of the PCN’s Core Network Practices, as well as access to admin/office support and training and development as appropriate
- Have access to appropriate clinical supervision and administrative support
The ARRs are a regular agenda item at clinical director and neighbourhood meetings to review and ensure the roles being recruited will meet the needs of our practices and population.
To date Norwich PCN is the only PCN within Norfolk and Waveney to fully utilise the available funding following an extremely successful recruitment plan.

- social prescribing link workers
Covid Care Coordinators
Mental Health Practitioners
IMPACT Care coordinators
Care Homes At Scale Care Coordinator
Patient Representative Care Coordinator
The workforce plan was completed and returned to the commissioner using the agreed national workforce planning template, providing details of its plans for 2021/22 ahead of the 31 August 2021 deadline. Engagement with the PCN formed indicative intentions through to 2023/24 for the 31 October 2021 submission deadline.
